Last Urgent Information Dear Friends, We shall thus meet again in less than a month in Megève, on the occasion of: The 4 th European conference On 21 and 22 September 2006 IN MEGEVE - FRANCE Representatives from 35 Countries are already registered to participate in this open meeting, firstly aiming at exchanging, actively and informally, real field experiences on the implementation of the Framework Directive. Several Secretaries of State and Water Directors will participate in the meeting, that will also be honored by the presence of Ms. NELLY OLIN , French Minister for Environment, and also of many people in charge of Basin Organizations of the Member or Candidate Countries of the European Union, Eastern Europe and Balkans and even of the Mediterranean, Africa, Central Asia or North America, also interested. There will be simultaneous translation into English and French. Registration to the EURO-INBO meeting is free of charge. I remind you that the Megeve conference will be organized around main and current topics on the Framework Directive implementation in the River Basin Districts in particular: • Compatibility between WFD and infrastructures (hydropower, protection against erosion and floods, inland waterways, etc.), Heavily Modified Water Bodies, Artificial Water Bodies, • The taking into account of quantitative problems (droughts, water sharing, water transfers and reservoirs, specificity of the Mediterranean climate, etc.), • Monitoring, monitoring networks and reporting, comparisons between water bodies and countries, inter-calibration, • Preparation of programs of measures and action plans, economic studies and financing, etc. A special session will deal with the outcomes of the first public enquiry, which has just been completed. As the conference is taking place in the Alps , special attention will be paid to the characteristics of hydrological and ecological regions and water bodies in European mountains, basin heads, and to the specific measures, that should be considered for them to achieve good ecological status in 2015. The meeting will also allow a report on the great success of the official session on the Framework Directive, organized by INBO during the 4 th Water Forum of MEXICO CITY, which took place last March. The « EUROPE -INBO 2006» conference itself will be organized simultaneously with an international scientific and technical seminar on « Water in mountains: for integrated management in upper basins » and a meeting of elected representatives of European mountainous areas, which will also take place in Megève at the same dates. Our work will obviously be in the continuity of the recommendations and the decisions made by the Committee of the European Union's Water Directors and by the Strategic Coordination Group led by the Commission and in which INBO is working as partner. An official dinner, to which you are invited of course, is planned on Thursday 21 September in the evening. I remind to those who would wish to present a paper during the workshops that it would be useful that I receive now their paper with a PowerPoint on inbo@wanadoo.fr , as soon as possible, if not already done so. The interested late comers can still be welcomed to participate in our meeting, provided that they return the registration form by Fax or E-Mail, before 12 September at the latest. They must contact directly “SEA74†to confirm their hotel booking on Email : participation.europe-inbo2006@echoalp.com . I would advise you to arrive on Wednesday 20 September 2006, either at the French Bellegarde railway station (direct high speed train from Paris ), or at the Geneva-Cointrin International Airport ( Switzerland ), from which shuttles will be organized to drive you to Megeve. If your agenda allows it, you could leave Megeve on Saturday 23 September at the end of the morning. I remind you that the nationals of several countries will need an entry visa to the « European Schengen Area », and possibly an entry visa for Switzerland (if you arrive through the Geneva airport) which must be obtained before your departure from your country. I remind also to the concerned organizations that the meeting itself will be preceded, on Wednesday 20 September 2006 , by an exceptional meeting of INBO World Liaison Bureau and TWINBASINS Steering Committee.
