This meeting of INBO World Liaison Bureau is held on the occasion of the next European Conference of « EUROPE-INBO 2006 », organized by the « Group of European Basin Organizations for the Implementation of the Water Framework Directive », to which you are all obviously invited, on 21 and 22 September 2006 .

  The « EUROPE -INBO 2006» conference itself will be organized simultaneously with an international scientific and technical seminar on « Water in mountains: for integrated management in upper basins » and a meeting of elected representatives of European mountainous areas, which will also take place in Megeve at the same dates.

We hope that the conference will be honored by the presence of Mrs. Nelly OLIN, French Minister for Ecology and Sustainable Development, who should close the discussions and present the new French draft Law on water and aquatic environments, which is examined by the Parliament.

The strategic topics of the agenda of INBO World Liaison Bureau meeting will deal with:

•  The next INBO World Liaison Bureau in DEBRECEN , Hungary , in October 2006 19 th and 20 th ,

•  The outcomes of INBO active participation in the 4 th World Water Forum in Mexico , from 16 to 22 last March,

•  The activities of the « EUROPE-INBO » group for the implementation of the European Water Framework Directive (WFD):

• dissemination of the WFD principles in third countries,
• INBO participation in the « Strategic Coordination Group » of the European Commission ,
• development of an information website on the WFD implementation in basins/districts, experiences in professional training, etc.

•  The events associating INBO in 2006 : ANBO General Assembly, LANBO Regional Liaison Bureau in Latin America, conference with CEENBO in Magdeburg, Czech Republic on   October 2006….

•  INBO World General Assembly in HUNGARY at the beginning of 2007,

•  Relations of INBO with GWP and success of the « Associated Program »

• Progress made in the « TWINBASINS » project,
• « IWRM-NET », « WFD-LEARN »,
• SADIEau-AWIS…

•  Projects presented for financing to the European Water Facility,

•  Activities of the Regional Networks : Africa, Latin America, Europe, the Mediterranean, relations with NARBO in Asia , project for the creation of a new Network of Russian-Speaking Basin Organizations,

•  Miscellaneous issues : reminder of a request for articles for the next « INBO Newsletter », closing of INBO accounts for 2005, Auditor's report, budget estimates for PTS in 2006 and 2007, etc.
