This Emilia-Romagna town in northern Italy has a population of almost 200,000 and is crossed by a tributary of the Po, the river Parma. Designated a UNESCO Creative City for Gastronomy in 2015, it has also been named Italian Capital of Culture for 2020-2021.

With a half-Mediterranean/half-continental climate, Italy is one of the regions in the world where average temperatures have risen most rapidly in recent years. Extreme weather phenomena have also multiplied, particularly in the Emilia-Romagna region, which has to contend with chronic drought as well as flooding. In May 2023, for example, heavy rainfall caused unusually intense flooding that was as sudden as it was devastating, particularly for agriculture.
