Within the framework of French cooperation actions in support of Transboundary Basin Organizations, it has been decided to develop more global and transversal actions aimed at improving, through experience sharing and capacity building, the operation and efficiency of the activities of beneficiary institutions (ABN, ABV, CCRE, CICOS, OMVS) in the field of IWRM at basin level, in support of their technical assistance.
The specific objectives are to :
- Capitalisation on the relevant experience of each institution by the other institutions and appropriation of best practices by all;
- Support and coordination of technical assistants posted to the institutions;
- Improvement of the strategic vision of their activities by the beneficiary institutions;
- Organisation of benchmarking, in particular on the following themes:
- a. Governance;
- b. Seeking autonomous and sustainable funding;
- c. Strategic planning and implementation of actions;
- d. Optimising monitoring.
- Exchanges of practices on a regional and global scale, in particular through the ANBO, INBO and INBOT networks.
In this context, a review of experience and best practice has been drawn up on these four themes, and is the subject of this document.
The aim of this document is to enable organizations to showcase their experience and know-how, formalize them and capitalize on the successes of other organizations, as well as, where appropriate, to develop their activities and integrate the lessons learned into their reporting to decision-making bodies.
This document is intended to evolve and can be regularly improved in line with relevant new experiences.
