This book presents the achievements of the Permanent Observatory of Lake Titicaca (OLT), a pilot project funded by the GEF, the Global Environment Facility (GEF), through UNDP, the United Nations Development Program. As part of the UMSA-IRD cooperation, six researchers, experts in aquatic ecology and geography, implemented the first permanent hydrometeorological research observatory with high frequency (minutes to hours) and remote transmission of data in real time, using a HydroMet (XYLEM Inc.) buoy deployed on Lake Menor, the most vulnerable region because it is shallow (≤ 5 m) as well as the sewage repository of El Alto. This city, the second most populated in Bolivia (≥ 1 million inhabitants), the highest in the world (4,150 m above sea level), has been developing spontaneously and without planning for 3 decades. This has led to a totally deficient treatment of its municipal wastewater.
