This report highlights the challenges and opportunities that countries face when seeking to access financial resources for climate adaptation in a transboundary river basin context. The paper explains how building resilience and a basin-wide approach can enable countries and RBOs to use resources effectively to achieve the greatest possible benefits.
By outlining the basic characteristics and criteria needed to prepare fundable project proposals, the document seeks to guide those wishing to access grant or concessional funding for adaptation in transboundary catchments.
The document provides countries sharing transboundary catchments and RBOs with a better understanding of the climate finance landscape and how to prepare fundable projects. It explains the importance of adopting a cross-border approach to tackling climate change and discusses the challenges and opportunities for RBOs in fulfilling their mandate in a context of increasing complexities related to climate change (Chapter 1). Chapter 2 describes the various funding opportunities available to countries sharing transboundary catchments to address climate change adaptation, including global funds, private sector funding and national funding, with conditions highlighting how these sources can also work together. Chapter 3 explores the requirements for developing project proposals that are therefore more likely to receive the required funding. The document focuses on transboundary catchment projects likely to receive funding, with detailed options and recommendations for countries and RBOs to consider as they progress with adaptation planning and implementation.
