Under the supervision of the Ministry of Ecological Transition and the Ministry of the Economy and Finance, like the 5 other water agencies in France, the AEWA implements the objectives and provisions of the master plan for water development and management (SDAGE and its local variations, the SAGEs) in the Adour-Garonne basin. Its 250 employees work on a daily basis to ensure the balanced and sustainable management of water resources and aquatic environments. To this end, it collects the fees paid by all users, whether economic players or the general public, and redistributes them in the form of aid to its territories.

A graduate of the Ecole Polytechnique with a doctorate in environmental economics and an engineering degree in bridges, water and forests, Elodie Galko spent the first part of her career in the civil service, first with the Ministry of the Economy and then the Ministry of Agriculture.
In 2013, she joined the Bouygues Construction group, where she successively held several management positions. In August 2023, she was appointed Chief of Staff to Christophe Béchu, the French Minister for Ecological Transition and Territorial Cohesion, and played a key role in the development and implementation of the Water Plan, the first stage of national ecological planning.
Since July 2024, Elodie Galko has been Director General of the Adour-Garonne Water Agency, where she is responsible in particular for adopting the 12th intervention programme (2025-2030), to ensure sustainable water management throughout the basin.
