FACILITATING AND SECURING INLAND WATERWAY NAVIGATION IN THE CONGO BASIN: A CHALLENGE TO BE MET BY CICOS

The diagnostic analysis of inland waterway transport in the Congo Basin and the Ogooué River, conducted by CICOS, has highlighted numerous obstacles to river navigation.
In order to improve navigation conditions on these waterways, CICOS, in line with its mandate to promote inland waterway navigation and within the framework of the PARFSED Project, funded by the EU, has implemented several actions leading to the following results:
- Training and awareness-raising of more than 800 officials and managers from member states’ administrations on the implementation of Common Regulations;
- Provision of over 2,565 waste management tools (guidelines, common regulations, and waste collection equipment) to member states, addressing the issue of river pollution;
- Installation of a single-window system in Angola, followed by user training and the delivery of the system’s equipment to the Central African Republic authorities. This measure will simplify administrative procedures and reduce control times in ports;
- Installation of radiocommunication equipment on river units and administrative offices of member states, followed by user training, to help reduce accidents and incidents in river navigation;
- Studies for the construction of pilot whaleboats, identification of construction sites, and collection of necessary data for their production.
Furthermore, some ongoing actions will continue under current AfDB funding, including the establishment of single-window systems, installation of radiocommunication equipment, and construction of whaleboats.
