The existing vagueness in the field of participation deserves to be clarified when considering the management of river basins. At the scale of river, lake and aquifer basins, whether national or transboundary, experience has clearly shown that it is necessary to design mechanisms to facilitate the information and participation of stakeholders and the public, and that tried and tested methods and means should be used to ensure their success. Depending on the case, these mechanisms are implemented by governments or by the basin organisations themselves. Whatever the type of basin organisation structure, it is desirable that mechanisms to promote public and stakeholder participation are planned and implemented.
The aim of this document is to shed light on the subject of participation at basin level, using real, practical, concrete examples that demonstrate their feasibility.
Chapter II provides information on the type of stakeholders or users who should be involved in the management of water resources in the basin.
Chapters III and IV analyse the various mechanisms for ensuring the participation of economic players and civil society in the basins, whether within the framework of formal or informal arrangements.
