Based on the work of the China-Europe Water Partnership (CEWP) established in 2012, the EU-China Cooperation on Water program, funded by the European Union, has been implemented since 2024 by Gesellschaft für Organisation, Planung und Ausbildung (GOPA), in partnership with the International Office for Water (OiEau), which is leading the thematic priority of “basin management and twinning.” This project structures an in-depth dialogue between European and Chinese basin managers on nature-based solutions, through flood and drought prevention, restoration of aquatic ecosystems, quantitative and qualitative management of water resources, and inter-basin governance. Particular attention is paid to the modernization of information systems and digital twins, which are essential for improving risk management and hydrological planning.

This project is structured around technical and policy exchanges through sustainable inter-basin institutional twinning, facilitating regular dialogue between Chinese and European authorities. By combining field exchanges, digital innovation, and integrated governance, this Sino-European cooperation strengthens the resilience of territories in the face of climate challenges.

Study visits will provide an opportunity to observe local approaches to hydrological risk management, basin development, and ecological restoration. Thematic workshops will be organized to explore issues related to nature-based solutions, the integration of digital twins, and climate change adaptation strategies. The results of the work will be shared at international events, promoting the exchange of expertise and dialogue between the various stakeholders. A closing seminar will bring together institutional and technical actors to take stock of progress and define prospects for further cooperation.
