The Peer-to-Peer (P2P) project is the first programme of the Twin Basin Initiative, led by the International Network of Basin Organisations (INBO) with the support of the African Network of Basin Organisations (ANBO). This project is supported by funding from the European Union.

Project objectives and targets
The main objective of P2P is to strengthen cooperation and experience sharing in order to develop the skills of peer organisations in IWRM at the basin level. P2P creates sustainable partnerships between national and transboundary basin organisations and enables them to build their skills through capacity building between structures, which thus pool their expertise and develop solutions adapted to local and global challenges. It aims to strengthen integrated and sustainable water resource management at the basin level in a context of increasing pressures and climate change.
This project brings together organisations from Africa, Latin America, Asia and Europe. These include national and transboundary river, lake and aquifer basin organisations, as well as public authorities responsible for water resource management. The project is also open to civil society organisations and scientific and technical partners.

The first stage involved a restricted call for expressions of interest, resulting in the selection of 62 organisations worldwide to form future pairings, during a selection committee meeting held at INBO’s offices in Paris in May 2025.
The second stage resulted in the formation of 21 pairings of 2 to 4 peers, formally associated in October 2025, during a second committee meeting hosted at the European Commission’s Directorate-General for International Partnerships in Brussels.
Each pairing began its activities in December 2025 with the production of a joint action plan and a Memorandum of Understanding (MoU). A total budget of €1.5 million in financial support is available to the pairs for the implementation of the actions planned within the framework of their pairing. In January 2026, during a third and final stage held in Dakar at the ANBO premises, the P2P project allocated funding to the pairs comprising the 21 pairings for the conduct of their activities.
49 Asian, Latin American and African peers from the project were selected to receive financial support, with the aim of achieving geographical balance in the distribution of these funds. This support is used to fund the activities of the pairings for integrated water resource management around the world at the basin level.

The activities of the pairings focus in particular on the pillars and challenges of Integrated Water Resources Management, such as:

- 3. Data management and Water Information Systems (WIS)
- 4. Public policy financing
- 5. Climate change adaptation
- 6. Nature-based solutions (NbS)

Educational programme offered by P2P
This programme covers the essential aspects of IWRM: legal and institutional framework, participatory development of management plans, improving knowledge about water, financing mechanisms and awareness-raising actions, etc.
Tailored to the needs of peers, this course is adapted to different regions of the world and the specific characteristics of basin organisations, whether national or transboundary.
It is based on the production of a variety of educational resources (guides, digital tools, webinars, animations) co-developed by INBO, ANBO and peers, promoting self-training and the sharing of experiences.
All these resources are integrated into INBO’s global methodological platform, ensuring their sustainable dissemination and supporting the action plans developed within the framework of the project’s pairings.
