Since 2024, the European Union–China Cooperation on Water program, funded by the European Union (EU) and implemented by Gesellschaft für Organisation, Planung und Ausbildung (GOPA) in partnership with the International Office for Water (OiEau), has been fostering in-depth dialogue between European and Chinese basin managers. The discussions focus on flood and drought prevention, aquatic ecosystem restoration, quantitative and qualitative water resource management, and inter-basin governance. Special attention is given to the modernization of information systems and digital twins, which are essential for improving risk management and hydrological planning.
This project goes beyond technical exchanges. It aims to establish a long-term institutional twinning, facilitating regular dialogue between Chinese and European authorities. By combining field visits, digital innovation, and integrated governance, this Sino-European cooperation strengthens territorial resilience against climate challenges.
Study visits will provide insights into local approaches to hydrological risk management, basin planning, and ecological restoration. Thematic workshops will be organized to explore topics such as nature-based solutions, digital twin integration, and climate change adaptation strategies. The outcomes of these efforts will be shared at international events, promoting knowledge exchange and dialogue among stakeholders. A closing seminar will bring together institutional and technical actors to assess progress and outline future perspectives for continued cooperation.
