On the occasion of INBO’s 12th World General Assembly, which brings together all the water stakeholders interested in IWRM from the four corners of the globe, we had the chance to meet Ms Oygul USMANOVA, Head of the International Communications Division at SIC ICWC. Together, we discussed decision-making tools, the dissemination of information, particularly through the popularisation of data and knowledge, and innovation.

What is SIC ICWC?
Established in 1992, the Scientific-Information Center of the Interstate Commission for Water Coordination of Central Asia (SIC ICWC) is an information and analysis body that develops methods and approaches for developing perspectives, improving water management and the ecological situation in the basin.
The SIC ICWC brings together a network of scientific and design organisations from five Central Asian countries. It also has national branches in three countries, which organise scientific and information exchanges at national level.
Who is Oygul USMANOVA?
Oygul Usmanova is an expert with two decades of experience in transboundary water governance, regional dialogue facilitation, and institutional communications. As Head of the International Communications Division at SIC ICWC, she coordinates partnerships with international organizations, leads strategic outreach for regional water initiatives, and oversees knowledge exchange across Central Asia and beyond.
Fluent in English and Russian, she is skilled in translating complex water policy and technical content into actionable, communicable formats for both decision-makers and the public.
