International Network of River Basin Organizations and its members continue to contribute to the discussions at the Conferences of the Parties to the United Nations Framework Convention, notably at COP31. In particular, they highlight the vital role of Integrated Water Resources Management (IWRM) in climate change adaptation and resilience. Through its international network of river basin organizations, INBO promotes water governance at the river basin level and supports cooperation between countries and stakeholders to address the growing challenges posed by climate change.
The 31st United Nations Climate Change Conference (COP31) will be held in Antalya, Turkey, from 9 to 20 November 2026. This conference will bring together governments, international organisations, scientists and representatives of civil society to advance global climate action. INBO will emphasise the need to place water at the heart of climate policies, to strengthen cooperation at the basin level and to promote sustainable water management as a key element of adaptation strategies, disaster risk reduction and resilient development.

Two official parallel events

Nature-based solutions in the water sector: creating synergies between the Rio Conventions, Monday 16 November 2026 | 3.00 pm – 4.30 pm

Organised by the French Water Partnership (WFP), the International Water Resources Association (IWRA) and the International Water Management Institute (IWMI), this event will explore how nature-based solutions in the water sector can generate synergies between the three Rio Conventions on climate change, biodiversity and desertification. It will highlight the contribution of Integrated Water Resources Management and basin-scale approaches to strengthening ecosystem resilience and adapting to climate change.

Funding climate change adaptation in the water sector: a question of volume or access?, Monday 16 November 2026 | 6.30 pm – 8.00 pm (times subject to change)

Co-organised by the Sahara and Sahel Observatory (OSS), INBO and the World Water Council (WWC), this event will address the challenges associated with mobilising and accessing climate finance for water-related adaptation. Discussions will focus on the barriers preventing stakeholders in the water sector – particularly at the river basin level – from accessing available funding, as well as on ways to improve funding mechanisms to support the implementation of adaptation measures.

Through these contributions, INBO will reaffirm the importance of placing water at the heart of climate action, strengthening cooperation at the river basin level, and ensuring that adaptation policies are underpinned by effective governance, nature-based solutions and accessible funding.
