As the Euro-Mediterranean Water Forum takes place in Rome from 29 September to 2 October 2026, let’s meet Mr. Ramiro Martinez, representing the Mediterranean Network of Basin Organisations (MENBO) and the Confederación Hidrográfica del Júcar (CHJ)* through “P2P – Field Perspectives from the Peers”. This interview series highlights the experiences of partners involved in the Peer-to-Peer (P2P) project and the value of cooperation between basin organisations.
The Peer-to-Peer project is taking part in the Euro-Mediterranean Water Forum, organised in Rome around the theme “Working together to ensure water security in the Mediterranean”, gathering water stakeholders from across the Euro-Mediterranean region.
Funded by the European Union (DG INTPA) and implemented with the African Network of Basin Organisations (ANBO), the Peer-to-Peer project is the first programme of the INBO Twin Basin Initiative. The programme aims to strengthen integrated and sustainable water resources management (IWRM) through peer cooperation, the sharing of experiences and the development of capacities among basin organisations and countries worldwide.
Now in its operational phase, the project is based on 21 pairings bringing together basin organisations, public administrations, academic institutions and scientific partners from Africa, Latin America, Europe and Asia. These partnerships are designed to enable peers to learn from one another, compare approaches and strengthen their practices in water resources management.
In this context, the ‘P2P – Field Perspectives from the Peers’ series gives a voice to the partners involved in these pairings, highlighting their experiences and the dynamics of cooperation developed through the project.

Presentation of the Confederación Hidrográfica del Júcar and its pairing
This episode features Mr Ramiro Martínez, representing the Confederación Hidrográfica del Júcar (CHJ), the Spanish basin organisation involved in a P2P partnership with the Maipo River Basin Organisation in Chile and CONAGUA in Mexico.
The Confederación Hidrográfica del Júcar (CHJ) is the Spanish basin organisation responsible for water resources management in the Júcar River Basin District. As a public body under Spain’s Ministry for the Ecological Transition and the Demographic Challenge, it plays a key role in water governance, planning and the implementation of Integrated Water Resources Management at basin level.
During the interview, Mr Martínez reflects on the value of the Peer-to-Peer approach and on the opportunities it offers to compare institutional and technical approaches to water resources management.
The pairing addresses three key areas: water governance, water management plans and financing for Integrated Water Resources Management (IWRM).
